SUBMITTAL DUE DATE To be eligible for consideration, hard copies or digital copies, and a digital portfolio with the vendor’s response to this Request for Proposals (hereafter called “response” or “proposal”) must be received by the Ypsilanti DDA, 1 S. Huron St. Ypsilanti, MI 48197 t, no later than close of business, 4:00 PM, July 21, 2023. If physically dropped off at City Hall, the response must be submitted in a sealed envelope with the vendor’s name, Request for Proposals Number and the due date clearly identified on the outside.
GENERAL INFORMATION The goal of the Ypsilanti Downtown Development Authority is to contribute to Ypsilanti’s vibrancy by fueling development and growth that benefits businesses and residents. Our 12-member team, along with the Mayor of Ypsilanti, work together at the crossroads of community and government to help finance business owners’ needs alongside everyday improvements that support our city’s infrastructure and health.
DESCRIPTION OF PROJECT The Ypsilanti DDA is soliciting proposals from individuals and firms interested in providing summertime landscape photography services of the three DDA districts: Downtown, Depot Town, and West Cross. Photographs will be used in DDA promotions, its social media, and website. Ypsilanti DDA staff will work with the vendor on the specific images and locations required. As appropriate, shot lists for various sites will be provided to the vendor by staff.
Landscape/Architectural Photography: experience in photographing buildings as part of streetscapes as well as up close, detail shots. The Ypsi DDA is seeking a photographer or firm that can capture the essence of the three districts in photographs that can stand the test of time, and inevitable business landscape changes. Aerial photography capacity is not required, but will be considered.
Post Production Services: editing and updates to photographs as needed to best display the overall landscape. May include lighting, color correction, light photoshopping to remove distractions from photographs such as light poles, visual clutter, etc
PHOTO REQUIREMENTS AND DELIVERABLES Photography is expected to be shot in all-digital format; timely delivery is expected to be made in large format, high resolution digital files, either on sharing platform such as Dropbox or by thumb drive with full usage rights and ownership. The Ypsilanti DDA retains the right to alter any final images to meet specific needs of size, resolution or crop ratio as required by specific applications and uses. The selected vendor will not add or embed photos with branding captions or watermark signature on image files provided to the Ypsilanti DDA. Full resolution digital images will be uploaded to a Images captured by the selected vendor will be added to the Ypsilanti DDA’s photography archive. Photographer credit will be provided as appropriate. The Ypsilanti DDA holds full rights to the original photography, including electronic files generated pursuant to this RFP and a resulting contract.
The outcome of this RFP shall result in 10-15 finished summertime (sunny skies, green leaves) photos from each District: Downtown, Depot Town, and West Cross. Photos shot outside of the District borders will not be accepted.
Applicants with aerial photo capabilities must be Federal Aviation Administration (FAA) registered and licensed, carry commercial liability insurance in an amount sufficient to the Ypsilanti DDA, and have a thorough working knowledge of federal and state regulations applicable to the use of unmanned aircraft in construction sites and residential areas. Aircraft must be registered and pilots must hold Remote Pilot Certificates from the FAA. Selected vendors will be responsible for acquiring any required airspace approvals and other third-party permissions related to the project.
Photographers will be required to have their own photography equipment. Ypsilanti DDA does not provide any photography, videography or other equipment required to complete this RFP.
EXPECTED TERM OF RESULTING AGREEMENT The initial contract period shall be from August 4 – August 25, 2023 , unless sooner terminated as provided elsewhere in the Agreement.
- Questions must be submitted, in writing, to the contact listed above no later than 4:00 p.m. on July 10, 2023.
- Proposals must be received by the Ypsilanti DDA not later than 4:00 p.m., July 21, 2023 to be considered.
- Proposals will be evaluated and, if multiple proposers are deemed capable of meeting the requirements, interviews may be held with the top three proposers commencing within 1.5 weeks from the proposal due date.
- The estimated date of notice of intention to negotiate a contract with the selected proposer is within 3 weeks from the proposal due date.
- The estimated date of contract execution is within 5 weeks of the proposal due date.
City of Ypsilanti staff may seek additional information upon receipt of a proposal.
The RFQ and responses should not be considered a legally binding agreement. Upon selection of a consultant, the city of Ypsilanti will enter into an agreement.
